Voucher programs: Tuition Subsidied for Public School Students

Vouchers are tuition subsidies for students in public schools to attend private schools and/or for students already in private schools. Proponents for publicly funded school vouchers see them as a way for poor parents to leave a failing public school system and allow their children to go to the school of their choice. Opponents fear that school vouchers would take money away from public schools, causing grater segregation while not helping the majority of students remaining in the public school system. The Catholic Church supports school vouchers and believes that every person should have equal opportunity to send there children to the best schools regardless of there financial situation. This paper will attempt to explain the complex arguments around the issue of publicly funded school vouchers, so that one could understand both sides of this issue. Voucher programs allow students to take a portion of funds reserved for public education to put toward private education. The major supporters of school vouchers are poor parents, and the Catholic Church. Before 1999, the Catholic Church had been one of the chief enemies of all federal grants for education. Then the Hierarchy gradually changed direction, and it decided to support federal aid in principle on condition that any specific measure should include auxiliary services for Catholic schools. The condition has never been met, and the failure of agreement has created the longest and most caustic church-state controversy in the history of Congress. According to the Church and Catechism it is the obligation of the state that â€Å"public subsidies are paid out in such a way that parents are truly free to choose according to their conscience the schools they want for their children. † Supporters of such a program believe that allowing students to choose the school they will attend will result in a better education and a more level playing field, where not only middle- and upper-class students dominate the private school system. Some proponents of vouchers see the public school system as promoting atheist views and denying the freedom to practice a religion other that atheism. School vouchers would allow parents to send their children to religious schools and allow them to assert the right to practice the religion of their choice. Cavailer Daily, a scholar and leader in the voucher movement states, â€Å"Freedom of Religion should allow students to attend a parochial school, rather than prevent them. † Vouchers allow choice for all people not only the ones wealthy enough to afford a religions education. The current system has allowed students â€Å"to be rigorously secularized† striking down â€Å"most forms of public assistance to parents who desire to protect their children from an educational system that is often actively promoting values that are profoundly at odds with religious convictions. The net result has been that a crucial aspect of religious freedom is exercised only by families wealthy enough to afford private education after paying taxes for public schools. † Mary Ann Glendon, a constitutional scholar and professor at Harvard University. Many proponents of vouchers do not want to eliminate the public school system; they want to use . School choice means better educational opportunity, because it uses the dynamics of consumer competition to drive service quality. As students leave the public school system and choose private school they will take there voucher money with them causing profit loses for that district. Many proponents of vouchers feel that this will cause the public schools to reform and offer a better educational program, so they can also become competitive in the schools market. Public schools currently account for 90% of the educational institutions, thus cornering the market. Proponents of vouchers believe that the short term benefits will allow students to get a better education, and in the long term public schools will be forced to radically change there programs in order to compete with a growing school market. The advantage of voucher programs is that parents can spend their money how they see fit. Public schools are funded with taxes-often property taxes, which partially accounts for better schools in richer districts. Each district gets a different amount of money per student so in the poor areas of the country the schools get less money per student resulting in lower quality teachers, and inability to buy adequate materials. People must pay these taxes regardless of the quality of local schools, or where they want to send their child. Even if you send your child to private school, you are still required to pay taxes to fund a public school system that you do not use. The voucher system, then, acts as a refund system for parents who wish to educate their children elsewhere. Leading the charge against publicly funded school vouchers is the American Teachers Union, American Federation of Teachers, National Education Association, as well as The National Council of Churches and many constitutionalists. Opponents of school vouchers believe that while vouchers might seem like a good idea on the surface, a deeper investigation reveals its fatal flaws and irreversible social implications. The biggest argument against vouchers is that they are unconstitutional. It has been decide that according to the establishment clause of the 1st amendment giving any funds to private school that promote religion is against the law. Vouchers also have the ability to hurt the majority of students in public schools by taking away their funding. According to expert on the subject of school vouchers, Henry Levin, â€Å"not only are vouchers unconstitutional but they completely undermine the public education system, thus threatening our system of democracy. † The issue is one of separation between church and state. Under the establishment clause of the 14th amendment, may public money be used for sectarian schools? During the 1940†³s, the high court decided that all direct appropriations for the central expenditures of such schools would be unconstitutional. No federal or local tax funds may be used for building costs, teachers† salaries, or other regular operational expenses. These perimeters were established in the Everson v. Board of Education ruling in 1947. In this case, a New Jersey town had allowed local tax funds to reimburse Catholic parents for busing their children to school. The Court, speaking through Justice Black, said: The â€Å"establishment of religion† clause of the First Amendment means at least this: Neither a state nor the Federal Government can set up a church. Neither can pass laws, which aid one religion, aid all religions, or prefer one religion over another. Neither can force nor influence a person to go to or remain away from church against his will or force him to profess a belief of disbelief in any religion. No person can be punished for entertaining or professing religious beliefs or dis-beliefs, for church attendance or non-attendance. No tax in any amount, large or small, can be levied to support any religious activities or institutions, what ever they may be called, or whatever form they may adopt to teach or practice or teach religion. Neither a state nor the Federal Government can, openly or secretly, participate in the affairs of any religious organizations or groups and vice versa. In the words of Jefferson, the clause against the establishment of religion by law was intended to erect â€Å"a wall of separation between church and state. † For the past 50 years the Supreme Court has held up the â€Å"wall of separation† in such high profile cases as the Nyquist decision in 1973, which invalidated a New York State program that provided tuition reimbursements to poor parents whose children attended private schools. Although the court found that New York had attempted to ensure the secular effect by making the payments directly to the parents, it ruled that the program had a primary function of advancing religion, and there for was unconstitutional. This ruling affirmed Justice Black†s decision in making publicly funded school vouchers unconstitutional. Opponents of school vouchers believe that not only are they unconstitutional; they also hurt students and the Public School System. The United States Public School system was founded during the mid 1800†³s to promote economic and social well being. The United States prides it self on being one of the only countries to provide a free and equal education to all children from kintergarden too high school. There is an apparent connection between public schools and the common good in democracy because as our country becomes increasingly diverse, the public school system stands out as an institution that unifies Americans. Research from the United States and abroad show that vouchers lead to greater segregation of students by socioeconomic status and race. Countries such as Ireland and Canada are divided because their governments provide education for each different religion, and consequently a deep cultural division in the population has been accentuated. The public school systems serves the majority of people and most are satisfied and don†t want to change where they go to school. Opponents of school vouchers believe they do not help the majority of poor and underprivileged and benefit more advantaged families. In Milwaukee, for example, parents who accepted vouchers, on average, were better educated, more involved in their children†s education, and had higher expectations for their children than parents of public school children. Only 1% of public school students are currently participating in a school voucher plan, so the majority of children are left in the public school system to fend for themselves. Voucher advocates often claim that private school education is cost effective because these schools can operate for less money. However, looking at the record of accomplishment of the only two experimental voucher schools, Milwaukee voucher program started in 1990, and Cleveland voucher program started in 1996, shows a very different story. In Milwaukee, analyses indicate that voucher schools received about $1,000 more per student than comparable public schools for the1996-97 school year. In addition, private schools are not required to have mandated services such as, special education, ESL, transportation, breakfast and lunch programs, which is accounted for in the money that the public schools receive per pupil. The most reasonable conclusion,† notes researcher Henry Levin, â€Å"Is that voucher schools in Milwaukee are receiving at least comparable allocations per student to those of the Milwaukee Public Schools, once the service mix is accounted for. † Voucher schools do not cost less to operate and in many cases, they cost more, taking precious funds away from public schools that are trying to reform. Voucher money likely would end up in the hands of private-school parents, essentially subsidizing those who already have fled the public school system, instead of creating incentive for public-school reform. Cleveland last month joined Milwaukee as the only school systems with vouchers. However, 27 percent of the 1,864 low-income kids in the Cleveland program were already in private schools. Private schools often charge high tuition. Since vouchers usually will not cover the full cost of tuition, the wealthy, who can already afford to pay private school tuition, will benefit the most. Low and middle-income families, who will not be able to afford the difference between the voucher and tuition costs, will be less likely to benefit. Even if poor families could come up with the full tuition amount, few private schools are located in the nation†s inner cities or other economically depressed areas. Fewer still are likely to admit children from disadvantaged backgrounds. For this reason, 45% of students participating in the Milwaukee program attend Catholic schools because they cost less. In any event, no voucher plan will benefit more than a small number of poor children. A voucher system also will not work if kids who want to leave public schools have no place to go, as many will not. Voucher supporters claim new private schools will spring up to meet new demand. However, this may be wishful thinking. â€Å"Many private schools believe government money means government regulation and do not want to take it,† says Joe McTighe, executive director of the Council of American Private Education. Proponents of vouchers feel that they are being unfairly taxed or taxed twice but â€Å"Double taxation† does not exist. Private school tuition is not a tax; it is an additional expense some parents have chosen to pay. All members of society are expected to support certain basic public services such as the police and fire departments, libraries and the public schools, whether they use them or not. Childless couples and single people, for instance, must still pay school taxes. ) We all have a vested interest in maintaining a strong public school system to make certain that our people are educated. Under a voucher plan, all taxpayers will face double taxation. They will have to pay for public schools, then pay-increased taxes to make up for funds being channeled too parochial and other private schools. The heavily contested issue of whether public money should be used to subsidize private, religious schools has raged on for over 50 years and will continue to as long as people challenge the constitution. Proponents believe vouchers will give opportunities to the poor, freedom of religion to all, and help begin a trend of reform in public schools. However, opponents fear that school vouchers will blur the lines separating church and state, and cause undue harm to the public school system. If nothing else it works for its designed purpose of creating a neutral environment that fosters learning. This neutrality has made possible the spread of tolerance to other institutions in our society. Children who learn to live together without religious distinctions are prepared as adults to build a more cooperative world.

Influence of habitat diversity and substratum on the composition of macroinvertebrate communities from riverine systems - Essay Example They are a key component of the food chain and their abundance and diversity have been used to assess the ecosystem health and bio diversity in a given habitat. A very recent study by Leroy et al iexamined the relative importance of litter quality and stream characteristics in determining decomposition rate and macro invertebrate assemblage living on autumn shed leaves. The decomposition rates of five riparian tree species (Populus fermonti, Alnus oblongifolnia, Platanus wrightii, Faxinus velutina, Quercus gambelli) were compared across three south -western streams in the Verde River catchments (Arizona, U.S.A). Also to test whether plant species diversity affects rate, the decomposition of three and five species mixtures was compared to that of a single species. The results showed that decomposition rate was affected by both litter quality and stream although litter quality accounted for most of the variation. The relative importance of litter quantity was shown to decrease from 97% in the first week to 45% by the eighth week. It was also found that the rate of decomposition increased relatively when all the species included were highly la bile. The most significant outcome of this study was the difference in invertebrate assemblage, which seemed to be more pronounced across streams than across leaf litter species within a stream. There was also a significant difference between the invertebrate assemblage colonizing leaf mixtures compared to that colonizing pure species litter, indicating non -additive properties of litter diversity on stream invertebrates. The conclusion of the study was that leaf litter diversity has the capacity to affect in -stream decomposition rates and stream invertebrates but these effects depend on both litter quality and stream characteristics. A research conducted in Griffith University, Australiaii studied the basic principles and ecological consequences of altered flow regimens for aquatic bio- diversity. The article stated that the flow regimen is considered to be the primary factor governing river and flood plain wetland ecosystems. Four key principles highlighted the important mechanisms that link hydrology and aquatic bio diversity and the impacts of alteration in the flow regimes: 1. Flow plays a major role in determining the physical habitat in streams, which influences the biotic composition. 2. The evolution of aquatic species has a direct response to the natural flow regimes. 3. The viability of populations of many riverine species requires maintenance of natural patterns of longitudinal and lateral connectivity. 4. The alteration in flow regimes facilitates the invasion and success of exotic and introduced species in riverine systems. Wide ranges of taxonomic groups are impacted by altered flow regimes including riverine plants, invertebrates and fish. A study by Douglas et al iii related macro invertebrate community structure to physical, chemical and biological gradients in flow through constructed wetlands receiving secondarily treated domestic wastewater and lower nutrient river water in Ohio, U.S.A. Benthic colonization plates and emergence traps were used to collect macro invertebrates which were then analyzed with diversity, biotic and combination indices and related to seventeen parameters of water quality, substrate characteristics and primary productivity in both wetland systems. 36 and 39 macro invertebrate

The Progress Of The English Reformation Theology Religion Essay The evidence analysed in this investigation suggests that Thomas Cranmer established various aims to help further the English Reformation. He met with both successes and failures. The extent to which his successes outweighed his failures will determine how important he was for the progress of the Reformation. A careful analysis will be made of his work regarding introducing the English Bible, helping reform church institutions, doctrine, liturgy. In addition his contributions as a reformed theologian including the durability of his accomplishments will be considered. Other figures also helped spur on the Reformation such as King Henry VIII, Thomas Cromwell, and Queen Elizabeth I. To further evaluate the importance of Cranmers contributions this investigation will compare his work with these other personas of historical importance. Cranmer set out to achieve various goals during his life regarding the English Reformation. Cranmer assumed an important role in the introduction of the English Bible. He endorsed the Great Bible in April 1539 was issued to the public for the first time. By late 1541 five more additions of the Great Bible had been released. (Dickens 1989, 152) He even contributed a preface to the second edition. Bromiley states in Thomas Cranmer: Theologian Of all his achievements in the earlier period, the introduction of the English Bible was perhaps the most far-reaching and influential (xiv) The archbishop of Canterbury also helped reform the church institutions. He was involved in diplomatic work as he wanted to link England with international Protestantism. Cranmer believed true catholicism (universality) was the unification of the scattered churches of the reformation. Hence catholicity meant unity. He attempted to bring in foreign reformers to England. He successfully brought in Martin Bucer and was helped by English clerics Hooper, Ridley, Holgate ( Dickens 1989, 270) The influence that spread into England came mostly from the followers of Zwingli and Calvin. Cranmer also made valuable contributions to the reformation of church doctrine. He originally believed in transubstantiation, but then decided that the bread and wine were only symbolic of the body of Christ. King Henry VIII was strongly in favour of transubstantiation and burned people who opposed his view. Cranmer survived due to the Kings protection. Dickens argues that Cranmer was the English forefront man supporting the true presence belief agreed upon by Calvin and Bullinger in the Zurich agreement of 1549. Bullinger believed that transubstantiation was false, but that the bread was sacred, was to be revered, and that the spiritual presence of Christ was there when people took the Eucharist. Like the sun is in the heavens but we can only feel its light and heat, Christ is in heaven but he is working in the hearts of those that believe. (Schaff, I. 471)Â   Between 1539-1543 there is a turbulent return to Catholicism, heretics burned, and Bible reading prohibited for the laity. Cranmer opposes the 1539 act of six articles, which includes clerical celibacy and as a consequence he has to send his wife away. King Henry VIII wields absolute power and thus Cranmer cannot overtly support great doctrinal changes as long as the King reigned. It was unfortunate for [Cramner] that he could never persuade Henry VIII to share his enthusiasm [regarding humanist reformation (MacCulloch 1996, 213) because The Kings own theology became a moving target during the 1530s (MacCulloch 1996, 213) Cranmers view of church doctrine was that it be scripturally based, be proclaimed by the monarch in parliament, and be accepted without fighting over minute details. (Dickens 1989, 208) The Ascension of Edward VI in 1547 opens the doors for doctrinal reform. Cranmer issues the Book of Homilies a set of 12 official model sermons. He even writes several of the sermons. In 1553 he issues the 42 Articles of Religion, which is a code of doctrine. Under Queen Elizabeth the Homilies are amplified and reissued. The articles lead to the Elizabethan Thirty Nine Articles. Dickens calls these Elizabethan articles a decisively Protestant interpretation of the faith, (Dickens 1989, 280) However, Cranmer also encountered failure in his attempt to advance the English Reformation. Regarding his reforms of Church institutions his diplomatic work in the sense that he failed to bring any Lutheran leaders or Lutheran representatives to England. Cranmer also wanted to rewrite and arrange the canon law into an organized system but failed due to several factors. Many did not favour the canon law because they believed it was too disorganized and needed be replaced by civil law. Cranmer also wrote a plan of reform for the canon law entitled Reformatio Legum Ecclesiasticarum. Unfortunately this was not published until well after his death. Ultimately none of his proposed reforms for the canon law were enacted. He had proposed changes such as having annual diocesan conferences attended by clergy and laity, which may well have been beneficial for the church. ( Dickens, 1989, 279-280.) The Archbishop of Canterbury beginning in 1540 focused on revision of the English church liturgy with a specific emphasis on putting it in language comprehensible by the laity. King Henry VIII showed Cranmer considerable favouritism by endowing him the authority to create and spread his own English litany while he rejected proposals of other bishops such as the 1543 Rationale of Ceremonial. When Henry authorized Cranmer to modify the mass by adding devotional passages in English the King did not anticipate great doctrinal changes. However, this laid the foundation for an extreme change of the aim of the mass, replaced sporadic communion for the laity and private medieval masses with regular congregational services of worship. The King passed away in 1547 and Cranmers first edition of the Book of Common Prayer was released in 1549 under Edward VI. It was conservative but it led to a rebellion in South-Western England. Dyson Hague notes his Story of the English Prayer Book that this rebellion may have occurred due to the introduction of totally foreign concepts for those used to attending the mass such as the The Supper of the Lord and Holy Communion. (Hague 1949, 133) The 1552 second edition of the Book of Common Prayer was Cranmers most explicit Protestant liturgical document. Examples such as the mass became communion, tables were to be removed and altars provided, and surplices replaced Eucharist religious robes reflected Zwinglian influence. This 1552 edition later became the basis for Queen Elizabeth Is prayer book of 1559 and the 1662 Book of Common Prayer. Interestingly the 1662 versions Eucharistic liturgy commits several catholic compromises. The 1549 Prayer Book at the beginning of the sacrament states The body of our Lord Jesus Christ which was given for thee, preserve thy body and soul unto everlasting life. In contrast the 1552 version states Take and eat this, in remembrance that Christ died for thee, and feed on him in thy heart by faith with thanksgiving. Finally, the 1662 version is a merger of the 1549 and 1552 Prayer Books. (Jasper and Cuming 1990, 232-249) MacCulloch argues that Cranmer would have looked at the alteration of his eucharist by the 1662 reviser with strong suspicion and concern. (MacCulloch 1996, 628) In the 1549 Act the Parliament authorized the doctrine and liturgy of the Book of Common Prayer which is of historical significance because this had been the exclusive area of activity of the monarch since 1534. According to Dickens although not very much is known concerning the origins of the second prayer book, it is certain that its literary qualities are based on Cranmers book of 1549. (Dickens 1989, 277) The prayer books according to R.T. Beckwith are predominantly the work of Cranmer. (Beckwith 1992, 101-105) A significant aspect of Cranmers contributions regarding liturgy is the system of canonical hours that were increments of time between prayers specifically for the morning and evening prayer sessions. The canonical hours were no longer to be exclusively controlled and regulated by the clergy. (MacCulloch, 630) MacCulloch states that Cranmer established a strong foundation of liturgy that helped the laity look beyond the surface of events and say that there is more to human life and creation than the obvious, the everyday. (630) Cranmer strongly upheld his prayer book in great esteem. He did not heed the Councils request that he alter the rubric commanding that individuals receive Communion while kneeling. However, he could not stop the introduction of the black rubric , which denied any intention to revere the elements.(Dickens 1989, 278.) Cranmer asked for advice from his colleagues as he crafted the 1550 revision of the Ordinal. Its imperfections were later used as grounds for reje ction by Rome coming from Anglican demands. The first ordinal was a conservative document, based on medieval sources, though not permitting the social ordering and grouping of bishop, priest and deacon. It maintained the tradition of providing a silver or gold plate for the eucharist bread and chalice to priests recently ordained. Bishops received pastorals staffs. Cranmer also had the priests receive a Bible to represent their purpose of preaching to the congregation. Later an extra amendment of the Ordinal was included in the 1552 prayer book. In this amendment Cranmer reformed the system so that bishops and priests received no items except a Bible. (Dickens 1989, 270) Cranmer eased access to the liturgy, collecting everything that was indispensable in one book in the common tongue. He likely did not plan on his services being used for 400 years. However, his services were intended for repeated and frequent use. Cranmers text has been long revered as originating from an author sensitive providing formal English prose. Contemporary learning demonstrates the indispensable reputation of the structure of language to greater culture.. If, as MacCulloch states, Cranmers language lies at the heart of our English-speaking culture, (632.) Cranmers work towards the English language is likely his most important tribute. There are those that oppose this conclusion. A view is that Cranmers liturgies have become ingrained in English literary identity and have predisposed the religious rationale of English-speaking people. In contrast, Donald Gray states it is far too simple to romanticize the historic links between Anglican society and liturgy. Often claims made regarding the importance of the Book of Common Prayer are exaggerated elitist claims stated by and for a segment of society that possessed the time and opportunity for worship. Many enormous areas of England were not significantly influenced by the Book of Common Prayer and possessed very limited knowledge of its contents. (Gray 1991, 135-143) In addition, one may argue that contributions to English religious literature are not necessarily contributions to religious reformation. When Edward VI rose to power as a youth, the opportunity for positive change was met with rapid reformation in the church. MacCulloch demonstrates that as as the truth liberated the populace, many came to love the Bible. (613-614) The attacking and rejecting of orthodox beliefs such as religious processions and destroying Latin service books was received well. The walls of churches began to display Biblical messages such as The Ten Commandments, The Lords Prayer, and the beatitudes. When Mary ascended to th e throne Cranmer was put in prison and threatened violently to sign recantations accepting fundamental Catholic doctrines. He signed the documents. However, he publicly withdrew the recantations right before he was incinerated as a heretic on 21 March 1556. In conclusion, Cranmer was indispensable to the progress of the English Reformation. His work had impacts on events of the reformation during the reigns of King Henry VIII, Edward VI and Elizabeth I. The evidence demonstrates that he is among the most if not the most important figure in the English Reformation. Cranmers most important reforming achievements are demonstrated by the great documents he created. The access to the Bible and obedience to it that he helped establish was also significant. Cranmer did a great deal more than simply write liturgy and doctrine. In modern Ireland, women are having children less than they were a few decades ago. This fact is illustrated within modern Irish literature. Children are scarce in William Trevor’s Reading Turgenev and in Edna O’Brien’s Wild Decembers. Both stories follow the struggles of adult Irish relationships that aren’t complicated with the task of raising children during the time of the plot. While the children are rarely anywhere to be found, many characters act like they are children when they supposed to be mature adults. Both novels portray adults as if they are childish. Trevor’s Reading Turgenev doesn’t introduce any characters that are children, but the adults in the story act more like children. Throughout the book, children do show up now and again, but they are merely memories of the characters in their youth. Mary Louise Dallon is usually pictured as a young girl by her old school teacher, Miss Mullover. Mary Louise’s husband, Elmer Quarry, is also mentioned as a child through his own flashbacks and memories. The schoolhouse in the town that Mary Louise, her siblings, and Elmer and his sisters were taught at by Miss Mullover is gone from the town. The only child that we are told about is Mary Louise’s sister Letty’s son and the readers don’t ever get to see him. Mary Louise is the biggest example of an adult acting more like a child. Mary Louise marries Elmer and the couple never have children of their own. The couple never consummate the marriage and Mary Louise will forever have her â€Å"innocence† like a child. Reading Turgenev constantly refers to Elmer as a man, Mary Louise is always considered to be just a girl. This word choice gives the reader the feeling as if Mary Louise is young, not old enough to be considered a woman... ...a for her. Breege, O’Briens most mature character in the story, even shows a childish side of herself. After Breege meets Rosemary, Bugler’s girlfriend, she has a sort of meltdown. Breege gets so upset she crawls into a nativity scene. It’s symbolic that Breege is crawling into the scene. The nativity scene is a scene of birth and Breege is reverting from walking, to crawling, maybe trying to get back to the state of birth. She would want to be in this state because she could be carefree and not have to worry about Bugler’s relationship. Any one person can take a guess at the deeper meaning of these novels. The only thing the reader knows for sure is that in these 20th century Irish novels, children are nowhere to be found. Mary Louise’s husband, Elmer Quarry, is also mentioned as a child through his own flashbacks and memories. The schoolhouse in the town that Mary Louise, her siblings, and Elmer and his sisters were taught at by Miss Mullover is gone from the town. The only child that we are told about is Mary Louise’s sister Letty’s son and the readers don’t ever get to see him. Mary Louise is the biggest example of an adult acting more like a child. Mary Louise marries Elmer and the couple never have children of their own. The couple never consummate the marriage and Mary Louise will forever have her â€Å"innocence† like a child. Reading Turgenev constantly refers to Elmer as a man, Mary Louise is always considered to be just a girl. This word choice gives the reader the feeling as if Mary Louise is young, not old enough to be considered a woman... ...a for her. Breege, O’Briens most mature character in the story, even shows a childish side of herself. After Breege meets Rosemary, Bugler’s girlfriend, she has a sort of meltdown. Breege gets so upset she crawls into a nativity scene. It’s symbolic that Breege is crawling into the scene. The nativity scene is a scene of birth and Breege is reverting from walking, to crawling, maybe trying to get back to the state of birth. She would want to be in this state because she could be carefree and not have to worry about Bugler’s relationship. Any one person can take a guess at the deeper meaning of these novels. The only thing the reader knows for sure is that in these 20th century Irish novels, children are nowhere to be found. It’s obvious that both O’Brien and Trevor sacrificed using children in their novels to make their adult characters stand out that much more.

René Magritte Essay -- Arts Paintings Art History

Renà © Magritte Belgian Surrealist artist Renà © Magritte was a master not only of the obvious, but of the obscure as well. In his artwork, Magritte toyed with everyday objects, human habits and emotions, placing them in foreign contexts and questioning their familiar meanings. He suggested new interpretations of old things in his deceivingly simple paintings, making the commonplace profound and the rational irrational. He painted his canvasses in the same manner as he lived his life -- in strange modesty and under constant analysis. Magritte was born in 1898 in the small town of Lessines, a cosmopolitan area of Belgium that was greatly influenced by the French. Twelve years later, Magritte, along with his parents and two younger brothers, moved to Chà ¢telet, where the future artist studied sketching. On vacations with his grandmother and Aunt Flora during the summer months, Magritte frequented an old cemetery at Soignies. In this cemetery, Magritte often played with a little girl, opening trap doors and descending into underground vaults. This experience would prove a great influence upon his later artwork, as wooden caskets and granite tombstones recur in many of his paintings. Magritte also developed a fascination with religion around this time, often dressing up as a priest and holding mock mass services in complete seriousness. In 1912, Rà ©gina Bertinchamp, Magritte's mother, committed suicide by drowning herself in the Sambre River. The night of her suicide, the Magrittes followed Bertinchamp's footprints to the river, where they found her dead with her nightgown wrapped around her face. Magritte was 14 at the time. He would claim years later that his only recollection of his mother's death was his pride at being the center of attention and his subsequent identity formation as the "son of a dead woman." Some critics point out that several of the subjects in Magritte's paintings are veiled in white sheets as a reference to his mother's suicide. A year later, Magritte's father moved the family to Charleroi. It was in Charleroi that Magritte would meet his future wife Georgette Berger on a carousel at the town fair. However, the two would not see one another again until a chance meeting in Brussels years later. In Charleroi, Magritte quickly lost interest in his studies and asked his father for permission to study at the Acadà ©mie des Beaux-Arts in Brussels. ... ... Faubourg in Paris. The exhibition caused much scandal, but won few admirers. Soon after, Magritte resigned to his original style, though he bitterly attributed this retroaction to his desire to please Georgette, who preferred his earlier paintings. He continued to acquire much success all over the world with paintings such as L'Empire des Lumià ¨res (The Empire of Lights, 1954), which employed standard Surrealist techniques and precise Magritte lines. On August 15, 1967, Magritte died in Brussels. Unlike many of his Surrealist counterparts, Magritte lived quite humbly and incon uously. He did not draw much attention to himself, and he lived life relatively uneventfully. Despite his unassuming lifestyle, though, Magritte managed to leave an artistic legacy of transforming the ordinary into the fantastic. While some art historians attribute Magritte's art to his desire to oppose and combat the triviality of everyday life, others suggest that his work goes beyond escapism and serves to reveal some of the murkier and complex aspects of the human condition. Whatever the impetus was for his art, it is certain that Magritte's works are at once hauntingly beautiful and deeply provocative.

Frank and Rita in the First Scene of the Play To explore how Russell presents the characters of Frank and Rita during the first scene of the play. Russell’s play has been created to stretch out and grab the audiences attention, feelings and emotions right from the beginning of the play. In my essay I will aim to explore how he establishes the characters roles and how they interact with each other during the first scene of the play. Firstly, with the quote â€Å"he manages a gulp at the whisky.† Russell presents Frank as an alcoholic, this is because he is able to take a gulp of whisky without gasping or coughing so this shows that he is used to taking such large amounts. This may then lead to the audience feeling that Frank maybe an insecure person, as he has to turn to drink for comfort and security. Then when Rita first appears, with the quote â€Å"Its that bleedin’ handle on that door, you wanna get it fixed!† Russell is establishing the character of the play and their attitudes and distinctive personalities. With Rita she is shown as a boisterous person. This is clearly exposed with the words â€Å"Bleed’n†¦You wanna get it fixed† as these words are commanding techniques and it shows to the audience in a short amount of time that Rita is in control. This would shock them as Rita is speaking improperly towards the teacher. Also with â€Å"I think your marvellous†¦you’re the first breath of fresh air that has been in this room for ages.† Russell now presents Frank as a flirtatious person who is attempting to chat up Rita. With the words â€Å"first breath of fresh air† this show s that Frank doesn’t have many young â€Å"fresh† minds in his office to teach. The audience may feel sorry for Frank as he seems to have a lonely life in his darkened office and also how he seems to have given up on life. Following on from this with the quote â€Å"look at those tits.† Russell uses the word â€Å"tits† to show to emphasise even more to the audience that Rita is different to the other students. She is an open minded and loud person who unintentionally makes herself out to be a person who is not afraid to say what she believes. So as a consequence the audience may be startled as Rita is not acting in the normal pupil to teacher register. Also they may feel that Rita is a loud person who is trying to cover up for being nervous one. To add to this, â€Å"Wait a minute listen to me†¦you’re gonna bleedin’ well

Torture in Michel Foucault’s Discipline and Punish: The Birth of the Prison

Michel Foucault was considered as a postmodernist philosopher. He was known to expose the changing nature of human institutions. In the book Discipline and Punish: The Birth of the Prison, Foucault revealed the evolution of social correction and discipline. Torture was part of this evolution and it disappeared due to the shift in the power. In the 18th century, torture was used as a punishment for criminals and the public display of violence was done in an effort to deter crime and show the power of monarchy. In the 19th century, power was shifted to the soul.As a result, changes in correctional methods were made. In Discipline and Punish: The Birth of the Prison, Michel Foucault used the issue of torture to illustrate the change in power and prove the arbitrary nature of disciplinary institutions. In the book, Foucault began his discussion on torture with the gruesome account of the execution of Damiens the regicide on March 1, 1757 (Foucault, 1977). The details given provide a horr ifying picture: the criminal, who was clothed with only a shirt, had his flesh torn with the use of pincers.After the flesh was removed, a combination of hot molten lead, oil, resin, sulfur and wax was poured on his body. Initially, it was planned that the body would be torn with the help of horses, which would be drawn apart. When this plan did not work, the executioner named Samson had to sever the joints. After the limbs were pulled away, the body was burnt to ashes (Foucault, 1977). According to Foucault, torture as punishment was a judicial ritual (Foucault, 1977). To fully understand the notion of torture, it is important to consider the historical context from which it was taken.Foucault wrote that torture had been practiced since the ancient times and was a significant part of ancient legal procedures. In the 18th century, the monarchical form of government and feudalism was prevalent (Sarup, 1993). The king possessed absolute power, and he manifested this power on his subje cts. At that point in history, the crime was perceived as similar to sacrilege. This perception was the reason why punishment became the ritual which was not created for the purpose of reform; it was made with the intention to uphold the sacredness of a law which had been broken by the criminal (Sarup, 1993).Hence, torture was ineffective as punishment because reform was not its objective. Foucault pointed out that torture was not merely a judicial ritual; it was also political in nature (Foucault, 1977). Public execution, like the case of Damiens, involved the participation of sovereign. By committing a crime, the criminal had offended the sovereignty. As a response to the offense, the sovereign would inflict harm on the body of the criminal. Torture was the means in which the offense of the criminal against the sovereign can be undone (Foucault, 1977). Torture as a method of punishment focused on the body.He explained that torture allowed the body of the criminal to reveal the tru th of the crime (Foucault, 1977). In the brutal ceremony of torture, the body of the offender would create and recreate the truth of the offense. In the context of Damiens’ execution, his torture presented the truth of the parricide he committed. The authorities relied on the effect on the body to achieve the desired outcome. They believed that the viewing public would react accordingly to the execution; they thought that the violent display will decrease the number of crimes because the audience would be overcome with fear.However, this was not the case. The public had a different reaction. The body of the criminal became the source of pity. Instead of feeling fear after witnessing the torture, they felt sympathy for the criminal. The broadsheets which documented the details of the crime and the punishment did not succeed in preventing crime; rather, it succeeded in arousing admiration from the public. The accounts depicted the object of torture as a hero as opposed to a cri minal. In addition, torture became a source of conflict between the sovereign and the people.Torture was supposed to be a manifestation of the power of the sovereign on the body; it was designed to make the people fear the sovereign. Instead, the public executions made the audience detest the sovereign’s power over them and their bodies. As a result, the public often intervened at the executions. Foucault wrote that the criminals had to be guarded from the audience and that the people often attempted to liberate the jailed convicts (Foucault, 1977). Eventually, torture as punishment was rendered obsolete because power was redirected to the soul.In the book, Foucault juxtaposed the account of Damiens’ torture in the 18th century with the schedule of prisoners in a 19th century jail (Foucault, 1977). This juxtaposition presented the dramatic difference between punishments in those time periods. According to Foucault, the transformation occurred because the penalty shifte d from body to soul. In the past, the punishment was directed towards the body. By the 19th century, torture disappeared because punishment was already directed to the soul. The executioner, who was once a relevant figure, was replaced with new figures of authority.Professionals such as doctors and psychologists took over the correctional process. Foucault claimed that those who were responsible for the transformation of correctional methods had learned to consider the humanity of the criminals; they sought to respect and reform the human body rather than diminish it. Prison life was more humane than torture, but both methods of correction were still grounded on power. A new kind of power existed for the criminals, that which resulted in impersonal method of supervision which influenced the psychology of the inmates (Foucault, 1977).Discipline and Punish: The Birth of the Prison is a postmodernist text. Michel Foucault had undermined the stability of institutions by exposing its cha nging nature through his discussion on torture. Foucault illustrated the prevalence and obsolescence of torture as a form of punishment in history. He proved that the existence of torture was due to the manifestation of power on the body. “Organizations need strong leaders and a strong culture” Essay

In this essay, I am going to critically analyze the importance strong leaders coupled with a strong culture has within organizations. In doing so, the argument is built up of several contextual layers defining the significance that heavily immersed cultures along with well driven leaders has on the operational and interactional functioning’s of an organization but most importantly its employees. However first and foremost, it is believed that Post Bureaucratic management practices shape the construction of individual values and beliefs, ultimately depending on which cultural enrichment management will adopt. Furthermore, the abuse of power leaders may espouse may inflict adversarial repercussions upon the cultural framework embraced by the organization. Therefore this initiates a direct sequence of employees challenging De Facto power by engaging in managerial discourses, which repudiate against cultural structures, causing hierarchal movement. Whilst, firmly substantiating that strong culture’s lead by strong leaders build the inner mechanistic functioning of an organization, throughout this essay, in Section One I shall illustrate the importance of Post Bureaucratic mechanisms and the internal relationships they have with culture and leadership. Moreover in Section 2, I will attempt to expose how power is used as a possession, rather than a relationship between people. Lastly, in order to logically complete my argument, I will define how resistance is seen to be a ‘reactive process’ whereby people embedded in power relations actively oppose initiatives enacted by others (Jermier et all 1994:90) Section 1 It is believed that having such a widely shared integrative culture in organizations is often viewed as a panacea for management and a recipe for corporate success (Peter and Waterman 1982) In relation to this statement, a good culture coupled with a intuitive leader will only set out a positive regime of truth, that will undoubtedly allow the emergence of a cultural  landscape to ensure conformity is consistent to all who belong to the organization. In order to achieve such an ambition, organizations embrace Post Bureaucratic mechanisms, which are depicted as a set of normative controls that stress the importance of socialization, enculturation and identification with company objectives. (Josserand, Villesà ¨che, & Bardon 2012) However the most pressing point to highlight is the fact that Post Bureaucratic mechanisms heavily entail the involvement of cultural promotion, which further aims to propel culture onto center stage. Ultimately, this means that for people to function within any given setting they must have a continuing sense of what the reality surrounding them is about (Pettigrew 1979) Herein, this tells us that culture provides a source of organizational ‘common sense’, upon which members draw to when deciding where, when and how to act. (Clegg, Kornberger & Pitsis 2011) Therefore social interaction must be conceived as the negotiation of meaning, which inevitably formulates and continues the growth and extension of leadership abilities and culture amongst members of an organization. Moreover social interaction may also be characterized as an organization of instrumental relations, resulting in the formulation of various relations or relationships amongst not only members of an organization but also identification in a corporate alumni network. Hence, repetitive symbolic activities are drawn upon by organizations to maintain the stability of the social system, which has a fundamental obligation to create and recreate the system. (Rosen 1988) Making direct reference to Michel Rosen’s journal article: â€Å"You asked for it: Christmas at the Bosses Expense†, the use of ceremonies and rites, being the Christmas party encompasses a latent function, which directly aims to enable a state of partial suspension of normal structure relationships in which culture emerges as an organizing principle underlying agency membership. Lastly, despite Post Bureaucratic mechanisms promoting an enterprising culture, more importantly it imbues humanistic values of autonomy, flexibility, confidence and trust that ultimately carry the intent to urge employees to take on responsibilities (Josserand, Villesà ¨che, & Bardon 2012) However, it should be undoubtedly emphasized that managers must inhibit the appropriate leadership qualities that will enable themselves and employees  to share a common relationship, in turn directly allowing them to control and frame their subjectivity in order to align one another’s relevancies. Subsequently this is achieved through leaders identifying culture, as an asset to form a paternalistic relation with their employees, as such can be debated to ignite a desirable urge to be apart of the community the organization instills. Furthermore it should be accentuated that the â€Å"Path Goal Theory† of leadership, is imperative to a successful relationship between employer and employee. It is noted as the physiological and technical support that managers provide as leaders, which ultimately intends to motivate employees by helping them understand that their needs and expectations can be fulfilled through the performance of their jobs. (Clegg, Kornberger & Pitsis 2011) Section 2 In todays business realm the sociological treatment of power has the ability to perpetuate a substantial impact on the interrelation and operational processes of an organization. In support of this statement, it is elemental to treat power as a property of abstract systems, as its complexities must not only be precisely managed but also more importantly understood. Therefore it is clear that the conception of power has the capability to â€Å"make or break† an organization as Giddens argues that â€Å"the notion of power is logically tied to that of action, and in its widest sense, power refers simply to the ‘transformative capacity’ of human action†. (Knights & Roberts 1982) Given this fact, we are able to argue that power has the fortitude to develop, refine or revolutionize an organizational landscape. Accordingly it is paramount that power should be treated and only applied amongst the confinements of a relationship, rather than kept as a possession to an individual. It is this underlying complexity that sparks much conjecture throughout organizations and cultural foundations. Specifically, when power is treated as a possession the direct result is that of the ignition of conflict, which can be depicted as a threatening hazard that has the ascendency to topple even the most successful organizations throughout the world. Firstly it is important to point that the individualistic conception of power is concealed within managers in which it is defined as the way that resources of ownership and control are employed in attempt to coerce labor into compliance. (Knights & Roberts 1982) This is formally known as coercive power, which is understood to be the power someone has over another, ultimately meaning the denial or removal of individual choice. Furthermore coercion â€Å"requires the active submission of one person to another†¦Ã¢â‚¬  (Russ 1980:7-11) as such a thought holds the aptitude to administer alarming repercussions throughout an organizations culture. This is largely due to the fact that â€Å"equal attempts at coercion may lead to more or overt forms of resistance† (Russ 1980:7-11), a discomforting scenario that will not only cause a severe backlash against the leadership circle, but also hold the potential to eclipse the current operational success of the business. Essentially, due to the low trust dynamics, a regressive spiral of attempted control and counter control (Fox 1974) will further impede negatively on the business, ultimately throwing the culture into an unhealthy state of affair and the leadership hub at risk of being overthrown. In addition, another essential point to mention is the affiliation the notion of mainstream culture has with coercive power. As stated above, the sociological treatment of power has the potential to inflict adversarial effects if not effectively managed by administrators of an organization. Alternatively, culture is believed to create consistency and reduce conflict. However coercive authority, contradicts the view of mainstream culture, as it arguably does the total opposite. If it is believed that if organizational structures, strategies, regulations and policies frame the behavioral intents of employees, then members who belong to a hierarchy dominated by coercive power, will not only reject to be consistent with company norms but also increase conflict. This is supported by the belief that culture brings people together: it ensures they all think alike, feel and act in relatively similar ways. (Clegg, Kornberger & Pitsis 2011) Similarly, also by correlating coercive power with mainstream cultures, it highlights the inadequate and defective leadership attributes it promotes. Cultural engineering is undertaken by senior management and disseminated  downward causing a spiral effect. (Clegg, Kornberger & Pitsis 2011) Therefore culture can be interpreted as a management ‘lever’, a means of ensuring organizational goals are instilled and accepted by its members through the allurement of its culture. (Brewis 2007) Essentially, to make leadership effective, a leader must undertake in authoritative power, which is a more realistic understanding of interdependence in organizations (Knights & Roberts 1982) What this means is that a mutual recognition of employer employee relations is shared, causing members to accept the advice and direction of others rather than opposing. A unique feature of the relationship is that authority cannot be imposed nor possessed, but exists only as a quality of the relationship. (Knights & Roberts 1982) However mutual manipulation may occur when someone attempts to elevate their power above the mutual trust, therefore implying it is imperative to maintain the reciprocal of rights. Lastly this has an overwhelming influence on the culture, as all participants obtain a sense of authority and belonging. Section 3 With regard to coercive power, and the debilitated ramifications it inflicts on an organization’s cultural arrangement, it can be condoned to believe that members will engage in more overt forms of resistance. Essentially, what this points out is the creativity of employees resisting increasing control of the labor processed by management (Prasad and Prasad 2000). Therefore resistance can be directly associated with defective leadership, as even though management believe they hold the right to produce the policies that â€Å"they† want, it doesn’t mean its members will agree. Given these facts, work groups use resistance to induce what they want, the indispensible adjustments required for relatively smooth and everyday functioning in the workshop. (Courpasson, Dany & Clegg 2011) More importantly, despite the act of resistance producing a common interest in opposition to management, it simultaneously results in more resistance (Burawoy 1982), clearing professing the viral empowerment it professes amongst members of an organization. Hence, this approach conceptualizes resistance as an irreducible opposition between members and management, clearly endangering the foundations of any cultural environment inhibited by an organization. Touching upon the previous paragraph, resistance is a direct result of the enmeshment of exploitative relations (Courpasson, Dany & Clegg 2011). More importantly, this allures members to engage in managerial discourses, which operate against the cultural and ideological controls that frame, a company (Thomas 2009) and craft new identities, which challenge De facto Power (Ewick and Silbey 2003). Ultimately this causes dysfunctional freezing of an organization, a direct cause of members participating in â€Å"distancing† themselves from the company’s ambitions and requisites until change has transpired. Nevertheless this can be seen to benefit the organization as a whole, as employees now have the capacity to accede their desires. In relation to culture, it is imperative that members concerns are meant in order to achieve optimum business success; therefore managers seek to secure compliance through meeting employee’s sentiments and desires. Subsequently, it is vital for cultures to obtain core values and presuppositions that are widely shared and acted on (Peter and Waterman 1982), however by managers thriving on the elevation of power and exploitation, it only contradicts what a good culture should be about by going against group norms. Drawing closely to theorists ideas, it is believed that â€Å"if you forged a strong culture that incorporate all organizational members in shared beliefs and commitments – everything else good, morale, performance and results should follow†(Peter and Waterman 1982), clearly exposing the importance of effective and understanding leadership. Lastly, it should be accentuated that improvement in productivity and quality would accrue when corporate cultures systematically align individuals with formal organizational goals (Peter and Waterman 1982), but arguably wont be reached if members are continually constrained by the corporation. Overall with all of the above being discussed, one could conclude that Human skill is a pre requisite of what a strong leader should acquire. An approved culture will only occur if everyone is integrated into one managerially designed structure and the result, a superior performance. However this is  can be deemed only attainable if leadership has the ability to work with people, meaning to be sensitive to the needs and motivations of others, and taking into account other needs in ones decision making (Clegg, Kornberger & Pitsis 2011) a clear contrary to what coercive power achieves. However, it could be argued that such leaders enjoy the hierarchal separation between themselves and lower level employees, as the process to both lead and yet also work alongside them is an ongoing struggle. Conclusion In summation, I have come to the conclusion that it is inevitable for an organization to parade operational success without some sort of formulation of a strong culture espoused with strong leadership. Despite Post Bureaucratic management practices shaping the construction of individual values and beliefs, I believe it is imperative for the leadership hub of any organization to be effectively aware of the on going relationship its shares with its members. For any organization to achieve corporate success the notion of culture should be heavily identified and all components that it contains must be exercised accordingly. Ultimately, if managements leadership qualities are deemed to be strong, the culture constructed must comprise a set of deep, basic assumptions and beliefs as well as shared values, which will enable members to attain a sense of not only identity but also more importantly provide them with heterogeneous ways of making decisions.
